IPSCO Appoints New Chief Operating Officer

David Sutherland Assumes New Role


Regina, Saskatchewan, 2 March 2001, IPSCO Inc. (NYSE/TSE:IPS) announced today the appointment of David Sutherland as Executive Vice President and Chief Operating Officer. Reporting to Roger Phillips, President and Chief Executive Officer, Sutherland will assume responsibility for all the company’s manufacturing and sales activities with IPSCO’s business and commercial units reporting through their vice presidents to him.

“Sutherland has twenty four years experience with IPSCO having fulfilled management roles in manufacturing, sales, and personnel in both the United States and Canada,” said Phillips, “making him eminently qualified to assume this important added responsibility. IPSCO has had no Chief Operating Officer role since 1993. Sutherland’s appointment will free me from some of my day-to-day responsibilities, allowing me to focus on strategic issues.” Phillips said IPSCO’s growth over the last few years has been phenomenal – steel production capacity has more than tripled since 1996 and unit sales in the United States have grown at a compound annual rate of almost forty percent. “Our business has grown more complex each year and filling this post is a logical step in our evolution.”

Aged 51, Sutherland is located at IPSCO’s operational headquarters in Lisle, Illinois. His appointment takes effect immediately.

Sutherland joined IPSCO in 1977 as a personnel manager in Regina, Saskatchewan. In 1979 he was transferred to the company’s Canadian tubular manufacturing division, fulfilling production management roles successively in Port Moody, British Columbia: Edmonton, Alberta: and Regina. In 1988 he assumed overall management responsibility for IPSCO’s then fledgling American pipe producing operations, returning to Canada in 1992 to a senior staff position. He was appointed Vice President of IPSCO in 1993, responsible for a variety of head office functions including corporate purchasing, corporate occupational health and safety, and operations planning. He was appointed Vice President and General Manager, Raw Materials and Coil Processing in June, 1997, with sales and production responsibilities in both Canada and the U.S. and has been located at the Lisle operational headquarters since April 2000.

Sutherland is married with three children. He holds a B.Comm. degree from the University of Saskatchewan and an M.B.A. from the Katz Graduate School of Business at the University of Pittsburgh.
